Go-to guy for surface water and stormwater engineering work. Cadman, Inc. , WA. Lead engineer on stormwater engineering projects at multiple sand and gravel mining sites. Developed and submitted Grading and Drainage plans for a proposed mine in North Bend. Analyzed stormwater management practices at Cadmans Black Diamond facility and provided tailored solutions for both short-term and post-reclamation stormwater management. Managed projects from proposal to completion with budgets ranging between $10,000 and $75,000. Coordinated multidisciplinary teams to meet tight project timelines.
Ecology, Lake Tapps Cost Reimbursement, WA
Supported Ecology in evaluation of PSEs water right application for withdrawal of 100 cfs from Lake Tapps. Reviewed and commented on sophisticated water quantity and water quality models. Interacted with technical representatives from Ecology, WDFW, Muckleshoot and Puyallup Tribes, and the applicants consultant. Authored a basin characterization report and several comment letters for Ecology.
City of Auburn, Mill Creek Tributary Culvert Replacement, WA
PM and lead engineer on design of a box culvert under West Valley Highway. Performed hydraulic analysis and developed PS & E deliverables. Responsible for all aspects of the project from determining scope of work and negotiating the contract to design deliverables to invoice. Completed 30% and 60% designs under budget.
PALCO, Lower Eel/Eel Delta Watershed Assessment, CO
Assessed hydrologic change as a result of logging in a 136,000-acre basin. Lead author for the hydrologic change portion of the watershed assessment; performed peak frequency analysis, compiled a storm history for the basin, and estimated the impacts of logging using an empirical model based on research at the Caspar Creek Experimental Watershed. The project involved extensive coordination with GIS team to implement the percent change in peak flows analysis.
City of Kent, Rock Creek Hydrogeologic Investigation, WA
Responsible for compilation of land-use database for a 15 square mile basin over four time periods. Reviewed aerial photos, coordinated with GIS team, and reviewed HSPF input files from prior modeling efforts.

Performed hydrologic analysis and design of an interim treatment system to remove pentachlorophenol and high total suspended solids. Conducted polymer-enhanced settling treatability test. Authored stormwater treatment workplans, design plan sets and other deliverables under rigorous scrutiny of EPA and Ecology. Assisted client’s Eugene site treatment plant operators in troubleshooting a 175 gpm physical/chemical stormwater treatment plant designed to remove Penta and metals.
1999 – 2002 President Eastlake Community Council
Served two years as president of a neighborhood community group with 150 businesses and households as members. ECCs primary goals were to build a sense of community, encourage development consistent with the history, charm and attractiveness of the community, act as a clearinghouse for information on projects affecting the neighborhood. ECC is steered by a 3 officers and 6 board members. As president, I organized and led community meetings, represented the community in discussions with city agencies, developers, and other community councils, wrote articles for the community newsletter and organized fundraising efforts, volunteer planting parties, and social events. The ECC had multiple major grants for park improvements in the community. We were also involved in legal action regarding compliance with city development standards. I also served one year as treasurer.
1998 – 2000 Associate Project Environmental Engineer, Roy F. Weston, Inc
Field and office environmental engineering consultant. Typical projects at WESTON: Industrial Client, Motor Room PCB Remediation, CO. Prepared cost estimates, specifications package, H&S plan, QA sampling and analysis plans for a Self-Implementing Cleanup under the TSCA PCB MegaRule. Site work included contractor oversight, collection of over 1,000 QA and extent determination samples in concrete, soil, water, sediment and air. Coordinated on-site and off-site laboratories and managed sampling data. Responsible for site H&S and managing waste disposal. Project was completed on time and on budget.
Industrial Client, WA, Corrective Measures Study and Remedial Investigation
Managed team of drafters producing over 175 figures detailing 79 separate units in two different reports. Translated engineering drawings and field sketches into more accessible, higher quality figures of each unit. Completed on time to meet tight project deadlines. Performed soil and groundwater sampling at 25 distinct units during two phases of a tiered RI using hand auger, geoprobe, hollow stem auger/split spoon, and micropurge groundwater sampling techniques. Supervised installation of wells. Coordinated multiple contractors within a tight time frame and the security and scheduling constraints of a large industrial complex. Maintained air stripping pump and treat and air sparging/bioventing treatment systems.
